England lost 14-12 to Samoa in their final pool match at the Singapore Sevens on Saturday. However, they still went through to the quarter-finals as group winners after edging out Samoa on points difference.
Scotland looked set to qualify when they beat Argentina 19-14 to make it two wins out of three.
But the South Americans then defeated group winners South Africa to claim second place in Pool C from the Scots on points difference.
IRB Sevens Series leaders Fiji won all of their three games, with Australia, France and New Zealand also into the last eight.
