Tomlin scored 15 goals in 39 starts for Diamonds last season
Rushden and Diamonds manager Justin Edinburgh says they will be offering winger Lee Tomlin a new contract.
The 21-year-old was the recent subject of a six-figure transfer bid, which was rejected by the player and club.
"It was a good offer, but Lee didn't feel it was the right move," Edinburgh told BBC Radio Northampton.
"We've got him for two more years but we want to reward him for his outstanding season last year. He's earned a new contract."
Edinburgh concedes that they might not be able to hold on to last season's top goal scorer indefinitely.
"He's ambitious and he wants to play league football," Edinburgh said.
"Before long, he'll achieve that - if not with Diamonds, with another league club."

Diamonds are still hoping to re-sign right midfielder Mark Byrne on loan from Nottingham Forest, after the 21-year-old scored six goals in 40 starts last season.
"We should find out this week," he said. "Nottingham Forest will listen to our case and hopefully give us the opportunity to bring him back.
"But we've got players more than capable of filling his boots. I think Alan Power will be a firm favourite with the fans next season. He's got the same energy and tenaciousness as Mark, with a bit more quality on the ball.
"If Mark comes back, though, that would be fantastic."
