Port Vale manager Micky Adams has told BBC Radio Stoke he was aware that the club's board had offered contracts to several players before his arrival.
Ross Davidson has already signed a one-year deal, while Paul Edwards, Luke Prosser and Morecambe defender Adam Yates have yet to agree terms.
"It's unusual to come into a club where contracts have been offered," he said.
"But I was aware of that when I took the job, and they will be accounted for in the budget for next season."
Adams added: "They're well within their rights to have a look around and see what other offers they may have.

"But we're talking about young lads here. They want a rung on the ladder, it's not about the money at this stage of their careers.
"It doesn't make my job any harder. The hard part is when the games start, and I haven't lost a game yet."
The former Brighton, Leicester and Coventry manager was appointed at Vale Park on Friday, replacing previous boss Dean Glover.
