Bell scored in Luton's Carling Cup win over Sunderland last season
Norwich City have made Luton Town right winger David Bell their seventh summer signing for an undisclosed fee.
The 24-year-old has signed a three-year deal at Carrow Road after leaving the crisis-hit League Two side.
Bell told the Canaries' official website: "It's a brilliant opportunity for me and I can't wait to get going, I'm delighted to be here.
"I'm looking forward to playing my part in an exiting season with Norwich, hopefully challenging for promotion."

Norwich manager Glenn Roeder has made four permanent and three loan signings this summer, and said he was delighted to tie up the deal to sign Bell.
"David is a player, like others we have secured this summer, who we've been following for some time," said Roeder.
"We've tracked David's progress over the last season and we've been very impressed with his spell on loan at Leicester in difficult circumstances for that club."
Bell joins Sammy Clingan, Wes Hoolahan, Dejan Stefanovic, Elliott Omozusi, Ryan Bertrand and Arturo Lupoli as the new faces at Carrow Road.
