Lincoln City chairman Bob Dorrian is to meet with manager Steve Tilson on Friday to discuss his transfer targets.
The Imps are yet to bring in any new players, though Andy Hutchinson has signed a new deal and youth striker James Wilson has signed a pro contract.
Dorrian told BBC Lincolnshire: "We have to wait to see which players are left who we are interested in and at the wages we can afford.
"Hopefully we can form a list of players who Steve is keen to bring in."
He added: "All the players who are snapped up early are the ones we can't afford.
"I think what we're doing is right. We're not jumping in with both feet, we're biding our time.
"Our budget is restricted so we have to be careful that we don't spend our money badly."
