Penn made 178 appearances for Kidderminster in four years
Burton Albion have signed midfielder Russ Penn from Kidderminster Harriers on a two-year contract.
Although the fee is undisclosed, it is understood Burton have paid a club record for the 23-year-old.
Burton manager Paul Peschisolido told BBC Radio Derby: "As soon as I took the job he was someone we identified as a player who would improve the squad."
Harriers boss Mark Yates said: "Russ has been fantastic for this club and we're very grateful for his efforts."
Penn joined Kidderminster in 2005 and made 178 appearances, scoring 26 goals.

Peschisolido added: "Its been a long time coming and we had to do a lot of work behind the scenes, but we're delighted to get pen-to-paper.
"He's the type of character we want to bring to the club. He wants to prove himself and he's got a good pedigree."
His former manager paid tribute to the England C player of the year.
Yates added: "The lure of the Football League is the only reason he's leaving us and we all wish him luck for the future.
"He has put in a great shift for the club over the time he has been here and has been a cracking player, Burton have got a good player on their hands."
