Football League maintain Bournemouth transfer embargo
Howe was appointed Bournemouth boss in 2009
Bournemouth have been told by the Football League that any further loan signings will not be sanctioned.
The club have been subject of a rolling transfer embargo since coming out of administration in August 2008.
Two loan signings have been made this season, but manager Eddie Howe has been told he cannot make more until the transfer window re-opens in January.
"It was made pretty clear this time that, if we made an attempt, it would be a 'no'," Howe told BBC Solent.
"We had explored the possibility but quickly realised that wasn't an option.
"For every loan player that we bring in there are certain things that we have to tick off with the Football League and certain things we have to do. It's a long, drawn-out process."
Despite the frustration of being unable to add to his squad, Howe refused to criticise club chairman Eddie Mitchell.
"The chairman and the board have worked tirelessly to try to correct all the problems from the previous regime," he said. "But sometimes things have been put in our way.
"We're coming to the end of it and I don't think these are the headlines that you'll see in the future.
"The number of hours and amount of effort that a lot of people have put in to get this club not only standing again but to get it moving forward is considerable and nobody should underestimate the job Eddie Mitchell and his board have done."
Howe, 32, led Bournemouth to promotion from League Two last season despite their transfer restrictions - and they currently sit fourth in League One.
