Halliday was one of Glentoran's established stars not offered fresh terms by new manager Scott Young at the end of the season.
Another, full-back Kyle Neill, has signed for Glenavon.
Halliday said he would like to show people that "there is still life in the old dog yet" by scoring goals for Crusaders.
"When you reach 30 people maybe think you are past your best but I have plenty to offer and hopefully Stephen (Baxter) can bring that out of me," he added.
