Boston United chairman David Newton says Grimsby Town's offers for defender Shaun Pearson have been unacceptable.
The Mariners are hoping to sign Pearson, 23, whose Boston contract has expired, but the Pilgrims are entitled to compensation because of his age.
"Their first offer was way too low and they were not going to budge from their initial fee," said Newton.
"We never even got into a negotiation so we're going to a tribunal. We want what is best for Shaun and for Boston."
Grimsby bosses Rob Scott and Paul Hurst are keen to re-sign Pearson, who played under them during their time in charge at York Street.
Pearson made 38 appearances for the Pilgrims in the 2010/11 season, scoring 11 goals.
