Garry Haylock has been appointed as the new manager of Farnborough, who have switched to a full-time set-up.
But the Blue Square Bet South side have also reduced their playing budget for the new campaign.
"There is going to be a big change-around in players," Haylock told BBC Surrey. "We're starting from scratch and the budget has been reduced.
"The chairman, Simon Hollis, would like to get a structure that is right and ready to compete in the league above."
Haylock, who has moved to Farnborough after four years with Hayes & Yeading, will be assisted by former Chelsea, Sunderland and Wales defender Gareth Hall.
"I think we needed a fresh challenge," Haylock continued. "It's a very exciting job and the chairman Simon Hollis is very ambitious."
"He's very keen to get promoted."
Haylock replaces Steve King, who resigned at the end of May and has since been appointed as manager of Lewes.
