Histon and Kidderminster have suffered immediate five-point deductions in the Blue Square Bet Premier.
Both clubs had decided not to appeal after the Football Conference found the pair guilty of submitting misleading financial information.
The point loss sees Harriers fall from sixth to ninth, with 37 points, six adrift of the play-offs.
Histon, already bottom, now have just 15 points and find themselves 10 short of safety.
The teams were charged in December for breaches of the Conference's financial reporting initiative, covering periods of the 2009/10 season.
On top of their points deductions both were hit with £5,000 fines, which are suspended for two years.
The Stutes were also put under a transfer embargo for issues surrounding a VAT return submitted in 2009.
They will not be able to register any new players until they resolve the matter with HM Revenue and Customs.
