Chelmsford City chairman Mansell Wallace has said the club will not be spending huge sums next season.
The Clarets were beaten in the Blue Square South play-offs this season, having led the table for a large part of the campaign.
City have released seven players from their squad.
"We're going for younger, hungrier players this time and that will lead to a more sustainable budget," Wallace told BBC Essex.
Chelmsford were seen as one of the division's big spenders with the likes of Chris Moore and Lawrie Dudfield in their squad, although both those players have now left.
"The younger players should have a real will to win and we've streamlined all our outgoings," added Wallace.
