Banbury manager Billy Jeffrey does not know which division his side will be in next season, despite being relegated from the Southern League Premier.
Financial problems for other clubs, including Merthyr Tydfil, could give the Puritans a stay of execution.
"It is a strange situation because of this credit crunch. I think the league should have had this sorted earlier," Jeffrey told BBC Oxford.
"It's very difficult from my point of view to plan anything."
He added: "I have to get players to play in the Midland Division but in six weeks down the line if Merthyr go under and we get reinstated into the Premier, it's very difficult to change my plans."
Jeffrey took over the reigns at the Spencer Stadium in March having previously had spells in charge of Stamford and Rugby.
