Norway claimed victory at Hampden to pile more pressure on beleaguered Scotland manager Berti Vogts.
The inclusion of players such as Russell Anderson, Paul Dickov and Gary Holt failed to have the desired impact as Vogts' desire to inject some fresh blood into the side failed to yield success.
A lacklustre Scotland performance boiled over when James McFadden was red carded for deliberate handball in the box.
Steffen Iversen, who could face the Scots at Hampden on Saturday, tucked away the spot kick and the Scots couldn't find a way back.
It was Scotland's first World Cup qualifying defeat at Hampden in 19 years.
