What is the quickest and most effective way to get copy where it needs to be on a breaking story?

The BBC is moving from using Twitter as a tool to find information to a tool for breaking news. So how does that affect how the BBC covers stories?

The Stephen Lawrence case marked a watershed in the way the BBC does things. The Lord Chief Justice ruled that from now on journalists can tweet from courts in England and Wales - so long as they are 'reporting'. The judge in the Redknapp trial promptly banned it after a breach of reporting restrictions. What next?
