One of the eye-catching ideas in Gordon Brown's Labour Conference speech in September 2009 was the suggestion that voters should be given the power, in effect, to sack any sitting MP found guilty of gross financial misconduct.

If more than a quarter of voters in a constituency demanded the "recall" of their MP, he said, a by-election could be held.
