Residents in Liverpool could face higher council tax bills if they do not improve their recycling rates. The city council has been ordered by the government to double its recycling to 20% by next year or face penalties.
Failure to reach the target by 2010 will result in tax hikes of almost �100 for residents, the council has warned.
To help achieve targets, householders are to receive extra wheelie bins - one for garden waste and another for cans, glass, paper, plastic and cardboard.
Berni Turner, Liverpool City Council's Executive member for the Environment and Heritage, says rising costs of landfills are behind the government's decision to impose stricter targets.
The new scheme is being launched with a pilot scheme in November, when 90,000 households will receive a green wheelie bin for garden waste.
This will be followed in March when light blue bins for glass, paper, cans, plastic and cardboard will be rolled out.
