Devon's Council-tax rebels: an unlikely group of law-breakers
In our special election rally this morning, Declan Curry headed for Dartmoor to meet an unlikely group of Council Tax rebels.

He headed for Manaton in Devon, to talk to a group of pensioners who are risking court appearances and a visit from the bailiffs, to protest about the level of their bills.

They're complaining that the council tax now accounts for up to a quarter of their income - and they simply won't pay up.

In the past two decades, Britain has had three different systems for paying for local services such as education and social services

The old Rates system - based on the notional rental value of your home - was abolished by Mrs Thatcher and replaced with a flat rate poll-tax.

That was so unpopular that it was quickly replaced by John Major, with a Council Tax system based on the sales value of your home.

Homes across the country are now due to be re-valued - and many fear that the long house price boom will push their houses up by at least one tax bracket.

In this election, the Conservatives are promising substantial council tax cuts for pensioners - and the Liberal Democrats are saying they'd abolish it altogether, in favour of a local income tax.

Labour has made no manifesto promises on tax, but the budget promised a one-off payment of �200 for pensioners
