Changes to the current system for the temporary release of some Jersey prisoners are being recommended in a report. Jersey's former Chief Probation Officer, Dr Debbie King, was asked to do the report after several prisoners broke home leave rules.
She investigated unescorted home and work leave and the process of early release using electronic tagging which was introduced in April.
In five out of eight breaches studied in the report, the necessary assessment process was found not to have been completed.

Dr King was not asked to examine escorted home leave from which one prisoner escaped and is still missing.
Her report points to a lack of policy on temporary leave and how family, victims and in particular children are affected by it.
She says there should be a panel system to grant leave and the authorities should decide how to treat prisoners who breach any conditions they are set.
The report also says records should be kept on computer so important information is not lost in paperwork.
