Patients and staff at Guernsey's Princess Elizabeth Hospital are suffering because of a lack of parking at the site. The island's health authority is holding what it describes as "vigorous" talks with the Island Development Committee (IDC) to find a solution to the problem.
Commuters are being blamed for using spaces, but Board of Health president, Deputy Peter Roffey, admits there are not enough parking spots at the hospital.
He said the situation was an enormous headache for the authority and proposals were being put to the IDC.
He said that, despite talks, there was no agreement yet.
The problem is set to get worse as work on the Site Development gets under way.
