People in Jersey who have capital assets worth more than �50,000 will not be able to claim rental subsidies. States members approved the changes which were proposed by the Housing Committee.
Thirty members voted in favour of the proposal, whilst 16 voted against.
One of the most contentious aspects is the fact that invalidity and disability benefits will now be counted as income.
States members against the proposals said they were concerned the changes would hit people on low wages the hardest.
Deputy Geoff Southern has said he thinks the capital assets clause this is "unfair".
The Housing Committee says it wants to stop paying subsidies to those it believes can afford to pay full rents.
It says some of the changes are necessary and if they are not made its building maintenance programme will be under threat.
The invalidity and disability benefit inclusion as income will be phased in over three years.
