Part of the problem is expense. The Caspian is one of the priciest places in the world to extract oil.

Oil prices have been mighty high in recent years, allowing producers to look in all sorts of tricky places. But many forecasts tip a long-term fall in prices. And unless crude oil remains above about $34 a barrel, the Caspian will not be economic.
