After touching record lows last year, the Bank of England has been relatively aggressive in raising rates, in part because of the runaway housing market.

But expectations that rates would reach 6% by end-2004 now seem overdone: with oil prices high around the globe and fears of a house-price crash, policy makers seem content to moderate their zeal.
