Russia will host November's Fed Cup finals for the second successive year - a decision criticised by defending champions France. Moscow is set to be the venue as Russia, France, Austria and Spain do battle from 22-28 November.
But Christian Bimes, president of the French tennis federation, said the decision was "regrettable" and "financially motivated".
Nice in France and Garmisch in Germany had also been candidates cities.
"Russian tennis is booming," said International Tennis Federation president Francesco Ricci Bitti.
"Especially women's tennis, with seven players in the top 20 including reigning French Open champion Anastasia Myskina and reigning Wimbledon champion Maria Sharapova."
