Russia beat Argentina by an identical scoreline after Anastasia Myskina and Vera Zvonareva recorded singles wins.
In the weekend's other quarter-finals, defending champions France beat Italy 3-2 while Spain recovered from 2-0 down to beat Belgium 3-2.
Schett set the tone in Innsbruck with a 6-4 6-3 win over Chanda Rubin, before Schwartz sealed the victory.
Buoyed on by the home crowd, she finally pulled through after three hours on court against Lisa Raymond, winning 7-6 (7/3) 4-6 10-8.
The results destroyed Martina Navratilova's dream of making a Fed Cup impact in a deciding rubber, but as it was the 47-year-old, in partnership with Jill Craybas, lost to Schett and Patricia Wartusch 6-3 0-6 6-3.
It was Navratilova's first Fed Cup loss after 40 straight wins for both the USA and Czechoslovakia.
Spain began the day needing to win all the remaining matches in their tie against Belgium to reach the semi-finals.
Anabel Medina Garrigues beat Els Callens 6-4 6-0 and Maria Sanchez Lorenzo defeated Kirsten Flipkens 6-3 6-4 to take the tie to a deciding doubles rubber.
And Virginia Ruano Pascual and Medina Garrigues, the world's second-ranked doubles pair, handed Spain victory by beating Callens and Kirsten Flipkens 6-3 6-2.
In Buenos Aires, Russia enjoyed a far more comfortable route into the last four with two straight sets wins.
Myskina beat Gisela Dulko 6-1 7-5, before Zvonareva, a late replacement for Svetlana Kuznetsova, saw off Natalia Gussoni 6-3 6-0, before they also won the dead doubles rubber.
France breezed through without dropping a set, Amelie Mauresmo rounding off their tie in Italy with a 7-6 (7/2) 6-2 victory over Francesca Schiavone.
Italy won the two dead rubbers to give the overall score some respectability.
