Hore will be in position above the new Ospreys head coach
Jonathan Davies says the Ospreys may have trouble finding a new coach willing to join the region's set-up.
"Most coaches would come into a new job and want to be the main man," the former Wales captain told BBC Sport.
"But at the Ospreys he will be coming in under (Ospreys Elite Performance Director) Andrew Hore, it's a difficult position to enter into.
"It will be interesting to see what happens, but for now it's a good chance for the young Welsh coaches there."
Kiwi Hore was brought in from New Zealand by the big-spending Ospreys midway through last season and began a wide-ranging review of the organisation.
Coach Lyn Jones left the region in May, and Hore has confirmed that assistant coaches Sean Holley and Jonathan Humphreys will lead the Ospreys into next season.
The hunt is continuing for a big-name overseas coach to take the top job, but an appointment is thought to be unlikely before the start of the Heineken Cup - the ambitious region's major target - in October.
"Holley and Humphreys have been at the Ospreys for a long time under Lyn Jones," said former Wales outside-half Davies.
"They know the players and the environment and this is the opportunity for them to show how good they are."
The Ospreys appointed another young Welshman as their skills coach on the weekend, Gruff Rees joining from Neath.
Hore has promised more appointments to an expanded back-room staff.
Former Newport, Llanelli and Swansea utility back Alex Lawson is expected to be unveiled as fitness coach, succeeding Huw Bevan who left the region in May.
