Gloucester moved six points clear at the top of the table with a fine win.
Former Tigers player Leon Lloyd intercepted and raced to the line and the visitors were 14 points up via a penalty try after a scrum infringement.
Andy Goode missed two penalties for Leicester and was replaced but Tom Croft went past two tackles to score.
Fly-half Willie Walker danced his way through a tired Leicester defence to touch down and his conversion took his personal points haul to 20 points.
Acting Leicester head coach Richard Cockerill:
"We were not good enough and I will take the blame. � "We cocked up two soft tries in the first half and it's hard to chase the game when you are playing a good team like Gloucester, but we will learn.
Gloucester head coach Dean Ryan:
"Obviously I'm delighted because Welford Road is not an easy place to come to. "But I'm a little disappointed we missed two or three opportunities to make it more clear-cut and that would have removed the anxiety at the end.
"I thought we were very good in the first 20 minutes. We had great scrum pressure that created opportunities."
