European champions Wasps were still searching for a first win of the season after being edged out by Leicester.
Andy Goode kicked over his fourth penalty with four minutes to go to seal the narrow victory.
Wasps' Tom Voyce and Leicester's Ollie Smith traded first-half tries but after that it was a battle of the kickers.
Scores from Goode and Johne Murphy kept the Tigers in control with Dave Walder, Mark Van Gisbergen and Danny Cipriani responding for Wasps.
Leicester acting head coach Richard Cockerill "It's a fantastic win for us. We weren't perfect but this is a very difficult place to play and we're very happy.
"I said at half-time we had to run harder and look after the ball better and we didn't do either. But I can't fault us for application and that's what won us the game.
"There's been a lot of transition and we don't have a head coach. But all the guys behind the scenes are working hard and the players are working harder than
anyone."
Wasps director of rugby Ian McGeechan "We've played three and I don't feel we've been the worst side in any of those games.
"I was disappointed with some of the soft penalties and it was always going to be a close game.
"We've got to look at ourselves and make ourselves difficult to beat. Those little indiscretions are impacting big time on our results."
