The Pacific Islanders want to join South Africa, New Zealand and Australia in the annual Tri-Nations series. The Islanders, comprising players from Tonga, Samoa and Fiji, completed their inaugural three-Test tour on Saturday with a 38-24 loss to South Africa.
"We've asked whether we could join so we could have a Test team and Super 12 team," said Pacific Islanders Rugby Alliance chief Charlie Charters.
"We want to find out whether a regular series of matches can be offered."
Charters said the Islanders players would be busy next year with World Cup qualifiers and northern hemisphere tours.
Islanders coach John Boe felt the situation was more urgent for the newest team in international rugby.
"If we wait a year or two, the momentum will be lost and that will be tragic," Boe said.
"I would love to see this team together again next year, be it in the northern hemisphere at Twickenham or back here again."
