Salford raced into a 16-0 lead after just 15 minutes as Aaron Moule and David Hodgson went over and Stephen Myler landed four goals.
Hull trimmed the gap with tries from Graeme Horne and Motu Tony, both converted by Paul Cooke.
John Wilshere extended Salford's lead but converted tries from Richard Horne and Raynor saw Hull home.
Hull coach Peter Sharp:
"We are not playing all that well at the moment. We are defending fairly well but offensively not that flash with the football. "Salford played some very good football and our performance in the first half was the poorest since I've been here.
"But I thought Gareth Raynor's was a try and he grounded the ball."
