The Spanish Cycling Federation has dropped disciplinary proceedings against riders implicated in Spanish doping probe "Operation Puerto". A disciplinary investigation against team officials and employees implicated in the scandal will continue.
The decision comes after the judge overseeing the case said evidence from the investigation could not be used as the basis for punishing the cyclists.
Earlier on Friday, charges against Italy's Ivan Basso were dropped.
The Italian cycling federation dropped doping allegations against Giro d'Italia champion Basso after upholding the Italian Olympic Committee's recommendation that the case be dismissed.
Basso was excluded from this year's Tour de France after being implicated in Operation Puerto.
Operation Puerto was launched after police raids on addresses in Madrid and Zaragoza in May found large quantities of anabolic steroids, laboratory equipment used for blood transfusions and more than 100 bags of frozen blood.
As a result of the raids, the Civil Guard compiled a list of over 50 professional cyclists, several of whom were prevented from participating in this year's Tour de France by their respective teams.
