Ivan Basso has split with Team CSC by mutual consent despite having two years left to run on his contract. The Italian's career was thrown into turmoil when he was excluded from this year's Tour de France after being implicated in a Spanish doping inquiry.
However, the Italian Olympic Committee recently recommended that doping allegations against him be dropped.
"It has been a very difficult decision, but both parties agree it is time to move on," said CSC manager Bjarne Riis.
Basso, 28, won the Giro d'Italia earlier this year.
The anti-doping coordinator of the International Cycling Union (UCI) has quit. Swiss lawyer Christian Varin decided to step down last month after five years at world cycling's governing body, said UCI spokesman Enrico Carpani.
Varin, who will continue to work for the UCI as an external consultant, was replaced on 25 September by Anne Gripper, the former director of Australia's sports anti-doping agency.
Varin's departure was not connected to any of the doping scandals that have rocked the sport this year, added Carpani.
"Mr Varin wasn't criticised at all by the UCI. We are very happy with his work," said Carpani.
