Meanwhile, second seed Nick Kidd retained his men's singles title by beating Nathan Rice in the final.
And Elizabeth Cann upset top seed Jill Pittard, winning in straight sets in the women's singles final.
Cann, champion in 2005, recovered from 13-8 down in the first set to win 21-19 21-17 in 33 minutes.
Kidd beat third seed Rice 21-15 21-15 in 40 minutes.
 | It's a credit to English badminton that we have so many good pairs |
Clark and Kellogg were delighted to finally beat Robertson and Emms after losing to them in the final last year - as well as missing out in the World Championships.
"It's the first time we've ever beaten them in a tournament," said Clark. "The shuttles were slower and that helped.
"Nathan and Gail are too good when the shuttles are really fast. But we worked hard at turning strong defence into attack.
"It's a credit to English badminton that we have so many good pairs."
There was further success for Clark and Kellogg in the doubles events.
Clark paired up with Robert Blair to beat Chris Langridge and David Lindley 21-16 21-15.
And Kellogg and Emms won the women's doubles, beating Joanne Nicholas and Natalie Munt 21-17 21-17.
All three of the doubles finals were contested by the top two seeds in the events.
