Wolves promoter Chris van Straaten believes Dudley Council should take an active role in finding the revived Heathens team a permanent home.
The re-formed club top the National League after splitting their meetings between Monmore Green and Perry Barr.
And although van Straaten is happy to help out, he wants the Heathens' future to have a stronger foundation.
"Well, I grew up on the Cradley terraces, that's where I first got to see speedway," he told BBC WM.
"I'm a Heathen at heart, I'll do everything I can to help the Heathens get a permanent home - and meantime they're more than welcome to operate here under the Dudley banner.
"I would like to think it'll be back next year, but I'd also like to think during the next year there's some positive progress from Dudley Council that they find a piece of land which these supporters deserve."
Heathens chairman Nigel Pearson has told BBC WM that his intention is to keep the club running in 2011 subject to negotiations with Wolves and Birmingham over track availability.
