Stricker, who won the Barclays Classic two weeks ago, made a spectacular eagle two at the eighth plus five birdies to shoot a seven-under 64 and go 15 under.
Baddeley finished with two successive birdie threes to fire a 65.
Briton Justin Rose recovered from a poor start to birdie the final two holes but was still five behind.
Woods, a three-time winner at the venue at Cog Hill near Chicago, mixed seven birdies with a single bogey for a 65 as he chased the 60th title of his career.
Stricker and Woods are second and third respectively on the new FedEx Cup points list, behind leader Phil Mickelson, who has taken the week off.
Ian Poulter produced another good display with his long game but struggled on the greens, shooting 69 to end the round on four under.
The Englishman needed to finish an first or second to secure a place in next week's prestigious Tour Championship but is highly unlikely to achieve his goal now.
"I'm putting well but they're just not going in," he said.
"I'm playing well enough to be on top of the board right now. It's more than frustrating, it's unbearable.
"I need to finish first or second to be in next week and instead I'm going to be flying home on Monday night."
Meanwhile, Chicago-based Brit Luke Donald finally gave his fans something to cheer about with a respectable 68 to move to one over.
