The world number one fired an eagle at the ninth and led by six after 12 but dropped shots as persistent rain made conditions tough and ended on 11 under.
Wales' Becky Morgan carded a 68 and is eight shots behind the Mexican.
Ex-world number one Annika Sorenstam, in her first event after a two-month injury absence, is one over after a 74.
The Swedish star, who hosts the tournament, spent nearly two months recovering from a ruptured disc in her back and had not played a full round until Thursday's first round.

"It's been a long week, golf-wise, for me," said Sorenstam, who is seeking to regain full fitness in time for next week's LPGA Championship, one of the four majors on the tour.
"It's good that I'm playing this weekend, but body wise, I'm not really ready."
And she admitted the continual rain had made things difficult for all the players.
"It was tough. Constant rain and some wind at times," she added. "The course changed a little bit because of all the rain. Some greens are a little softer, some were not."
England's Laura Davies struggled and carded a 76 to slip back to two over while Scotland's Janice Moodie recorded a 74 and is four over.
America's Nicole Castrale is in second after a 68 while compatriot Cristie Kerr (67) and Korean Angela Park (71) are one shot further back.
