The Mexican lies on nine under, three clear of first-round leader Angela Park of Korea and American Paula Creamer.
Britain's Laura Davies is among a group who are seven shots behind Ochoa.
Annika Sorenstam, whom Ochoa deposed at the top of the rankings, is eight shots adrift in her first tournament after eight weeks out with a back injury.
Sorenstam, who had a one-under 71, showed signs of rust with three bogeys but was satisfied with her form.
"I'm very happy. I'm one under today and one under for two days," said the Swede.
"I think that's a lot better than I expected. I think the course is very tough, especially with the conditions. Both the fairways and the greens are getting very firm.
