Shrewsbury Town manager Paul Simpson has promised to build a strong squad for promotion next season, but has told fans to be patient.
"I have names in mind," he told BBC Radio Shropshire. "And I've already shown a couple of players what we have.
"But if you jump in early and spend all your money, the better players may come up later in the summer.
"The potential here at Shrewsbury is huge. Now we need to get a team that fulfils that potential."
Simpson has already released five players, with more expected to leave.
But a full contract has been offered to young midfielder Asa Hall, who has been on loan from Birmingham City since January.
Hall scored Town's final goal of the campaign in Saturday's 1-1 draw at Rochdale.
