Oxford United chairman Kelvin Thomas has said there is unlikely to be fresh funds for a new manager to strengthen the squad at the Kassam Stadium.
The club is searching for a replacement for Darren Patterson and Thomas said the new appointment may have to wheel and deal.
"I don't think there will be additional funds in January, " said Thomas.
"But if there is player movement, with people going elsewhere then there is the ability to move things around."
The U's have admitted they have had short-term financial issues this season and have found it difficult to pay the rent to landlord Firoz Kassam.
