Notts County's new owners have failed in a bid to get their transfer embargo lifted by the Football League.
Chairman Ray Trew and chief executive Jim Rodwell, who took over at Meadow Lane last week, met with officials from the Football League on Tuesday.
It means Notts will be unable to add loan players to their squad as they look to earn promotion from League Two.
The club is facing a winding-up petition from HM Revenue & Customs and Trew says it is £4m in debt.
