Nottingham Forest chief executive Mark Arthur insists squad building for the new season is only half done.
The Reds have already captured Dele Adebola, Paul Anderson, Lee Camp and David McGoldrick.
Arthur told BBC Radio Nottingham: "I won't be pleased until the job is done and we're only half-way through what we're trying to achieve.
"I don't think you can ever be pleased with anything in football though, except for winning the game."
More signings are expected at the City Ground in the next couple of weeks, with the Reds linked with Doncaster's Matt Mills and and Preston's Paul McKenna.
Arthur added: "Progress so far has been OK. The players we've managed to bring to the football club are proper players and proper individuals as well.
"The excitement they've shown in coming to the football club - it's not just another football club in their eyes.
"Something's happening down at Nottingham Forest in their eyes and also in the eyes of many other people associated with the club."
