Norwich boss Paul Lambert is facing a Football Association improper conduct charge following the Canaries' Good Friday defeat at Tranmere.
Lambert was sent to the stands by referee Eddie Ilderton during the televised fixture for entering the field of play.
After the game Lambert told BBC Radio Norfolk he thought the officials were "really, really poor".
City's head of football operations Gary Karsa has also been charged.
After the match, which Norwich lost 3-1, Lambert described some of the decisions as 'incredible'.
Both Lambert and Karsa have until Thursday, 15 April to respond to the charge.
