Norgrove voted with the majority to expel Chester City

Kidderminster chairman Barry Norgrove fears Chester will not be the last club to run into problems with the game's authorities over their finances.

Last week, Chester were expelled from the Conference, while Premier League Portsmouth went into administration.

Norgrove told BBC Hereford & Worcester: "We are hearing about clubs at all levels and the authorities have got to keep a close eye on them.

"Everybody seems to be in trouble with paying their tax, their VAT and PAYE."

The Harriers chairman voted with the majority of Conference clubs to expel Chester from the Blue Square Premier as he felt the Deva Stadium club had pushed their luck too far.

"We just thought that it had gone on for long enough," he added.

"We don't want to see teams go out of the league, but if they carried on and they fielded teams of young lads then teams are going to go there and win 10-0, as they did last year with Weymouth.

"It makes a farce of the goal difference at the end of the season and people would be moaning that they should have gone up, but they lost out on goal difference because of the Chester situation."

There were lengthy discussions over Chester City's situation prior to the start of the Blue Square Premier campaign, and Norgrove feels that with the benefit of hindsight there should have been a far more rigorous examination of their viability.

"We all remember the Boston [United] situation where they put them right through into Blue Square North," he said.

"You're always wiser after the event but it didn't really stack up for Chester at the start of the season while they also had troubles last season.

"As a league we probably should have looked into the Chester situation in much more detail and much more seriously than we did."
