Doncaster Rovers manager Sean O'Driscoll has said he is confident of landing Man City defender Matt Mills before the start of the new season.
Mills has been told he can leave City and Rovers are in pole position to sign the 22-year-old.
Rovers manager Sean O'Driscoll said: "They like him and would like to keep him but he's down the pecking order.
"It's taken a long time to get to this position, hopefully we can move it forward quickly."
Mills spent much of last season on loan at the Keepmoat Stadium, making 26 appearances, and featured in the play-off final victory over Leeds at Wembley.
It is expected that the defender would cost Rovers in the region of �300,000.
