Fowler and Hasselbaink were once top Premier League strikers
Chairman Peter Ridsdale expects either Jimmy Floyd Hasselbaink or Robbie Fowler to leave Cardiff City.
Ridsdale admits the club have received no bids for his stars but four players have been the subject of enquiries, including teenage ace Aaron Ramsey.
Cardiff's superstar strikers have unclear futures and Ridsdale concedes both could leave Ninian Park.
"It's highly unlikely both will stay but I'm not one will stay," said Ridsdale. "Both, though, may go."
Hasselbaink and Fowler were two of Cardiff's highest-profile signings in the club's history when the veteran strike greats arrived on free transfers last summer.
Both signed 12 month initial bumper contracts at the Championship club with an option for a further year.
But Fowler, 33, has been restricted to just 16 appearances and has not played since mid-December due to a hip injury that required surgery.
Hasselbaink scored nine goals in 44 games in an indifferent campaign as age caught up with the 36-year-old former Dutch international.
FA Cup finalists Cardiff have offered both men reduced deals on a pay-as-you-play basis and Ridsdale admitted: "If I was a betting man I'd say it's unlikely both will be with us next season.
"We're in discussions with both parties about option clauses in their contract and everything will unravel itself over the next few weeks."
Hasselbaink said in the immediate aftermath of Cardiff's FA Cup final defeat that he wanted to stay at Cardiff.
"This club is going to go massive and it's on its way up," Hasselbaink said after their 1-0 defeat to Portsmouth.
"It's a good club and I'm going to play another year, yes."
But Ridsdale said: "I understand what Jimmy said but I'm not getting into a public debate out it.
"Ultimately we'll announce whether he's staying once the negotiations have finished.
"We have strikers we are targeting to bring in and we'll see what happens."
Former England international Trevor Sinclair was the first high-profile departure from Ninian Park this summer when boss Dave Jones announced his retained list.
But Hasselbaink, Fowler, midfield talisman Joe Ledley and Wales wonderkid Ramsey could follow.
Premier League giants Manchester United, Arsenal and Liverpool are tracking 17-year-old playmaker Ramsey and team-mate Ledley.
"We have made no bids and no-one has made bids for one of our players," confirmed Ridsdale.
"But we have made enquires about players and clubs have made enquiries about four of our players.
"I would expect comings and goings at Cardiff this summer."
