Rovers are pleased with the player's progress so far, but must decide whether or not to take him on their pre-season tour of Sweden later this month.
He's elected to throw his lot in with us pre-season and I think he's been wise to do it.
Lennie Lawrence
Asked whether they were likely to offer Andrews a deal, Lawrence replied, "We've got choices, there's a year, a month, or we say cheerio.
"We don't want to say that because he's a player we like and we want, but he is going to be behind the others (in terms of fitness)."
Rovers beat off competition to sign Andrew on loan last season and are aware other clubs will monitoring his situation.
"Maybe, but he's elected to throw his lot in with us pre-season and I think he's been wise to do it."
Agogo scored 45 goals in three years at Rovers
Meanwhile, Lawrence has confirmed the club will receive some money from Junior Agogo's transfer to Zamalek Sporting Club from Nottingham Forest.
Rovers included a sell-on clause when he left them for the City Ground in 2006.
"It's nice to get a few more quid out of that deal, we've had decent money out of that and we haven't necessarily finished strengthening the squad," Lawrence added.
"There might be one or two more in and one or two more out."
