Brighton boss Gus Poyet has warned agents and players the Seagulls will not pay big wages next season.
Poyet quashed reports of major investment and revealed his budget would increase by no more than 10%.
He told BBC Sussex: "There are rumours of an investment of £10m to £14m and I can tell you they are not true.
"It's time to send a message to the players and agents. I think they are going over the top and they are going to be unlucky."
Poyet, who has 14 players out of contract this summer, added: "If there are any players in England who think we are going to pay the highest salaries in the division they are wrong.
"If they push further than they should for a better contract they are wrong. It will be between the same and a maximum of 10% increase on last year."
The club have confirmed the squad will take part in a pre-season tour in Portugal, details of which will be released in the next few days.
