Stephen Tulloch's late goal took Forfar into the Second Division play-off final at East Stirlingshire's expense.
Forfar led 1-0 from the first leg and moved further ahead in the tie through James Bishop's header on four minutes.
Andrew Rodgers fired into the top corner on 48 minutes to give Shire hope and the striker levelled the tie when he struck again in the 75th minute.
As extra-time loomed, Tulloch headed home after 82 minutes before Edward Forrest was sent off for the visitors.
The defender received his second booking in the final minute of the match.
The Loons, who finished second in Division Third, will now face Arbroath in the two-legged final, with the Red Lichties looking to avoid demotion.
