Glenavon moved up three league places courtesy of a 38th minute winner by Adrian Harper who slotted past Robert Robinson from Gerard McMahon's pass. Robinson saved from David Morris in the first half and after the break the Newry goalkeeper again did well to deny Trevor Molloy.
Newry boss Gerry Flynn rang the changes in the second half and striker Chris Morgan almost equalised.
It was another disappointing result for City after their cup defeat in midweek.
