Gainsborough Trinity's plan for a new stadium has suffered a setback, after initial proposals were rejected by Lincolnshire County Council.
Chairman Peter Swann had earmarked a site at the Queen Elizabeth High School and included new sports facilities for the school as part of the plan.
He told BBC Lincolnshire: "It's another frustrating aspect of the season.
"I'm disappointed because we've done a lot of work over the last 18 months, outlining what we're hoping to do."
Swann added: "We can't extend or build here [at Gainsborough's current Northolme ground] or improve these facilities so we're a little in limbo at the minute."
In a statement Lincolnshire County Council said: "Legislative difficulties and statutory requirements over the school playing area have prevented this proposal from moving forward at this stage.
"However, we will continue to assist Mr Swann with his plans and suggestions, including possible alternative sites, as nothing has been ruled out."
